But here's the question that matters more than the dollar figure: why does this keep happening? Not just at one company, or in one industry, but across organizations of every size, in every industry, with every maturity stage of marketing?

Teams walk out of demos energized and walk into procurement decisions with that energy, substituting for analysis.

The result is a buying process that optimizes for enthusiasm rather than fit. And fit: operational fit, integration fit, and organizational capacity fit are exactly what determine whether a tool delivers value or collects dust.

Add to this a near-total absence of process governance. Decisions happen at the workstream level without cross-functional visibility. The MOps team buys one thing. The demand gen team buys another. Revenue operations goes a separate direction. Nobody is mapping how these tools interact, who owns them, or what the cumulative spend and maintenance burden looks like. The stack fragments. Redundancies compound. Complexity quietly accumulates until it becomes a drag on everything.

The alternative isn't slower buying. It's smarter buying, starting with outcomes, not features.

The Hidden Costs That Really Matter

License fees are the price of admission. They're almost never the real cost.

This is the insight that's hardest to internalize when you're staring at a vendor quote, because the quote is what procurement processes are built around. But the hidden cost buckets,  the ones that convert a $180K purchase into a $2.1M problem,  are consistent enough across organizations that they deserve to be treated as structural, not exceptional.

Implementation and integration typically run 2 to 3 times the license cost. Training and enablement are underestimated at the point of purchase and underinvested throughout the lifecycle. Getting a team to proficiency on a new platform takes real time. The pattern, when you lay it out, is consistent: license costs understate total spend by a factor of 2 to 2.5. A tool that looks like a $200K annual investment is, in practice, closer to a $400–500K commitment when you account for the full stack of direct and indirect costs. That math should be in every procurement conversation. It almost never is.

A Taxonomy of Procurement Failure

These failures aren't random. They cluster into a handful of patterns that appear reliably across organizations and tool categories.

FOMO and demos drive buying. A competitor announces they're using a new attribution platform. A CMO sees a demo at a conference. A board member asks why you don't have an AI-powered personalization engine. These are social and competitive pressures, not business cases. When they drive procurement, you end up with tools selected for signaling rather than solving — and signaling doesn't generate pipeline.

Siloed decisions create stack chaos. When individual workstreams make independent buying decisions without a shared governance structure, the stack becomes a collection of point solutions rather than an integrated system. Teams end up with redundant capabilities across platforms they don't know each other are using, data that can't flow between systems because nobody mapped the connections in advance, and a total cost of ownership that nobody has visibility into.

No link to business outcomes. This is the most fundamental failure, and it infects every downstream decision. When a tool is procured without a clear, measurable outcome it's meant to drive, and without defined criteria for evaluating whether it's achieving that outcome, there's no basis for assessing performance, no trigger for intervention when adoption stalls, and no accountability for the investment. The tool sits in the stack. Nobody is sure if it's working. Nobody makes the call to fix or replace it.

Integration blind spots. The average enterprise marketing stack connects dozens of systems. Data flows between platforms in ways that are often poorly documented and rarely tested in advance. When a new tool enters that ecosystem without a rigorous integration assessment—what data it needs, what it produces, which systems it touches, and who owns those connections—the integration becomes the failure point. Tools that demo beautifully break down in practice because the data architecture was never mapped before the contract was signed.

Each of these patterns has a common thread: the procurement process was reactive rather than designed. Decisions happened in response to stimuli, like a demo, a competitor's move, or a sales pitch, rather than in service of a deliberate strategy. The discipline required to avoid these failures isn't complex, but it does need to be built in advance.

What Good Procurement Looks Like

Good martech procurement is a discipline, not a checklist. Senior leaders who've built it well tend to think in principles rather than procedures — frameworks that guide judgment rather than scripts that replace it. Here's what those principles look like in practice.

Start with outcomes, not tools. Before any vendor is evaluated, the conversation should start with a process question: What specific workflow, capability, or business outcome are we trying to improve or create? The answer to that question defines the requirement. The requirement defines the evaluation criteria. The criteria drive vendor selection. When this sequence is inverted — when the tool comes first, and the justification comes after — the outcome is almost always suboptimal.

Define success before vendor evaluation. What does a successful deployment look like at 90 days? At one year? If you can't answer that question before you sign a contract, you can't hold the investment accountable after. Defining success criteria upfront creates the basis for measuring adoption, evaluating ROI, and making informed decisions about renewal or replacement.

Require cross-functional validation. Marketing operations has one perspective on a tool's operational fit. IT has another. Security, finance, and legal each have legitimate stakes that are routinely bypassed in the enthusiasm of a buying cycle. The organizations that consistently make good martech decisions have formalized this cross-functional review — not as a bureaucratic hurdle, but as a structural check against the blind spots that single-team decisions inevitably have.

Pilot with discipline. Pilots are common. Disciplined pilots are not. The difference is specificity: a disciplined pilot has clearly defined success metrics, a fixed timeline, a designated decision-maker, and pre-established exit conditions that determine whether the deployment proceeds or stops. Without those guardrails, pilots become extended trials that drift indefinitely, consuming resources without producing clarity.

Govern the stack, not just the buying decision. Procurement doesn't end at contract signing. It continues through deployment, adoption, performance review, and renewal. Organizations that treat stack governance as an ongoing discipline — with regular reviews, utilization scorecards, and clear ownership — maintain strategic coherence and catch underperformance early. Those that don't accumulate complexity and waste that compound over time.

The framework that emerges from these principles looks something like this: Outcome → Criteria → Validation → Pilot → Governance. Each stage builds on the one before it. Skip a stage, and the failures described above become predictable.

Is Your Procurement Strategic or Reactive?

Most organizations already know, intuitively, that their procurement process has gaps. What's harder is being specific about where those gaps are. The following questions are designed to make that concrete.

Run them against a recent martech purchase or against your current process in general. The pattern of answers tells you a lot about where the risk is concentrated.

Do you have a formal cross-functional approval process that includes MOps, IT, security, finance, and legal before contracts are signed?

Were integration requirements (data flows, system dependencies, technical capacity) fully mapped before the evaluation process began?

Do you have a defined methodology for measuring adoption and ROI after purchase, and is it applied at consistent intervals?

Is there a quarterly or semi-annual governance review of your stack that produces actionable decisions — consolidations, renewals, replacements — rather than just status reports?

Do you know what your total cost of ownership looks like across the stack, including implementation, maintenance, and operational overhead — not just license fees?

Were success criteria defined before vendor selection, rather than after deployment?

If the honest answer to most of these is no, you're not alone. McKinsey has documented widespread difficulty among organizations in quantifying martech ROI, and siloed decision-making in martech stacks is consistently cited as one of the most significant barriers to marketing effectiveness. The problem is systemic. But that also means it's solvable with the right structure.

What Happens Without Discipline

It's worth being direct about the cumulative cost of reactive procurement, because it's easy to treat each individual failure as an isolated incident rather than a pattern with compounding consequences.

Redundancy and stack fragmentation emerge when siloed teams make independent decisions over time. You end up with three tools that overlap, none of which does any of them exceptionally well, all of which require maintenance and administration. The organization loses the returns it was supposed to earn on its investment, and the stack,  rather than being a strategic asset, becomes a ceiling on what's possible.
